B. Technical Proposal
1. Statement of the proposed work objective and scope.
Southern DataStream seeks to provide SFWMD with data collection services for the 15 monitoring sites listed in Table 1. These services will include monthly data collection/delivery, quality control, and maintenance of the hydrologic stage and rainfall instrument systems. Data collection visits will include all tasks described in the SFWMD requirements listed in Table 2. Supplemental and emergency maintenance visits will also be provided for the 15 sites. Routine maintenance will be performed at or exceeding the requirements described in Table 3. All data collection and maintenance procedures shall be documented into a comprehensive project SOP (standard operating procedure) to be approved by the District project manager prior to initiation of the data collection visits.

2. List of resources and/or equipment provided by the respondent.
Southern DataStream presently owns all required contractor equipment as listed in Table 4 and will make this equipment available for this project.
3. Methodology and rationale for the proposed approach.
Proposed work plan including specific subtasks, milestones, and deliverables.
Task 1. Project orientation, SOP, and certification.
The initial task for this project will be to properly orient all contractor staff to the sites, associated equipment, and maintenance tasks. The following information resources will be assembled in preparation for this project:
- Manufacturer technical manuals for each instrument system
- Pertinent SFWMD data forms, QA/QC manuals and documentation
- Station software for CR10s
- District supplied equipment and materials
- Contractor supplied equipment and materials
These resources will be digested into a standard operating procedure (SOP) document and online web site for this project and available at www.SouthernDataStream.com. The SOP (see example) will serve as the basis for SFWMD certification of SouthernDataStream technical qualification for the project. Southern DataStream staff will visit the SFWMD instrumentation office(s) for orientation to District methods for instrument operation and maintenance and for comparison to standard Southern DataStream methods and procedures.
Deliverable 1. Project SOP manual and website.
Task 2. Monthly data collection, quality control, and routine site maintenance.
Southern DataStream will:
- Collect data from hydrologic and meteorological recorders and submit these raw data to the District each month. The site visit is to be completed during the first week of every month.
- Perform quality control checks on the validity of the data and health of the equipment based on the prescribed set of SOPs and return the record of quality control information to the District each month.
- Perform a set of maintenance activities on the equipment as specified in the SOP and submit a record of the maintenance to the District each month.
Deliverable 2. Monthly raw data, QA, and maintenance reports delivered to the Westport Field Office. The original data (charts, tapes, verification sheets, and diskettes) shall constitute a continuous hydrologic record of surface water levels and rainfall collected during and delivered to SFWMD within the first week of each month. Raw data reports, maintenance records and notes can, at the Project Managers option, be posted to and available on the project data archive web site and FTP site (see example).
Task 3. Supplemental and Emergency Site Maintenance and Repairs
Southern DataStream shall undertake supplemental/emergency site visits as deemed necessary by the Contractor or District to perform emergency repairs to keep the equipment operational.
Deliverable 3. Records and documentation of supplemental maintenance to the Westport Field Office as it occurs. At the Project Managers option, these reports and associated digital photographs be posted to and available on the project data archive web site and FTP site
Proposed project management plan.
Southern DataStream project supervision will be performed by Dr. John Capece under the direction of the SFWMD project manager. Providing day-to-day field and data support under the direction of Dr. Capece will be two technicians, Mr. Ed Rawlinson and Mr. Jorge Rodriguez. Mr. Rawlinson will be the primary technician and Mr. Rodriguez will be the back-up technician for this project.
Dr. Capece and both technicians will participate in the preliminary orientation meetings and site visits. Mr. Rawlinson will perform routine monthly service visits and supplemental repair visits. Dr. Capece and Mr. Rodriguez will substitute upon any absence of Mr. Rawlinson and will participate in any special repair visits requiring additional labor or technical expertise.
At the discretion of the SFWMD project manager, web page technology can be utilized to enhance project management, communications, and data archiving. All Southern DataStream staff are accustomed to using web pages for project management and documentation purposes.
